You may see little blue arrows pointing down on your network folders if you have offline files enabled on your computer.
  • Details
Offline files are displayed in your networking folders with little blue arrows that are pointing downwards.
This is letting you know that you have access to the files that are within the folders.
This can also take up disk space as well so beware and make sure that you set the settings to something that is not so huge, unless you have a large C:\ drive in that case, you can set it higher to maintain a larger cache of offline data files from within your network.
  • Recreate Issue
Browse your offline folders by browsing your network.
You will see the little blue arrows appear in different places.
  • Resolve Issue
To disable this feature and to regain the needed drive space as well as getting rid of the little blue arrows follow the below instructions.

In Windows Explorer (Not Internet Explorer)
    From the Main Menu, click:
    Tools | Folder Options
Click on the [Offline Files] Tab
    Uncheck [Enable Offline Files]
    Click [Apply] then [OK]

    Reboot the computer.

Once the computer is back up and running.
    Go to:
    C:\WINDOWS\CSC
    (OR)
    C:\WINNT\CSC

Delete all the folders, if they do not allow the folders to be deleted,
Then go inside each folder, and delete all the contents that it allows you to.
