In Windows 7 Without the proper permissions set for the share, you will not be able to access it through the Network.
Microsoft has tightened up their security for shares so that you have to go that extra step in order to allow someone access to the share, this in return may cause a person not to bother with performing the required steps to share their files.
This is a good thing, reason:
Sharing can be a bad thing to do if you do not properly set the permissions and allow the wrong person to access your files. - Resolve Issue
