Recreate Issue
Scenario #1: This issue will happen if SQL Server crashes or shuts down for an unknown reason or issue.

Scenario #2: This can also happen if you loose connection to the computer or server that SQL Server is located on.
Resolve Issue
To resolve this issue.
Scenario #1: Rebooting the computer or server that SQL Server is installed on will sometimes correct this issue.

Scenario #2: Make sure that you have access to the computer or server through your network, if not, then backstep and troubleshot to find the issue related to the network connection issue to get yourself backup and running.
