Issue Details
When opening Credential Manager, you receive the following error.

An error occurred while performing this operation.

Error Code: 0x80070425
Error Message: The service cannot accept control messages at this time
Recreate Issue
The following actions will reproduce this error.
The [Credential Manger] is set to [Manual] and needs to be [Automatic]
Resolve Issue
  1. Open [Services]
  2. Then Open [Credential Manager]
  3. Change [Startup Type[/b]:] from [[Manual] to [Automatic]
  4. Click [Apply] then [OK]
  5. Next (Still in Services)
  6. Right Click on [Credential Manager]
  7. Choose [Restart]
This will take a little while.
Once it is completed, you should now be able to open the [Credential Manager]
