There are several issues that can cause this problem.
[Scenario #2]If there is a domain name in the error,
Example:
Email Domain in Error Message
ACCOUNT MAIL BRAEMARNET.COM SERVER MAIL BRAEMARNET.COM.
Waiting for a short period of time, may resolve this issue, as the domain may have a problem on their mail server, that is causing a problem on your receiving of mail.
Trying Scenario #1 may also help with this issue.
[Scenario #3]If neither of the 2 above Scenario's do not correct your issue.
Recreating your computer profile for your Login user may correct this issue.

- [Favorites]
If you would like to get the old emails, you can do that by performing the following task.
Go to [My Computer]
C:\Documents and Settings\<OLD USER ACCOUNT>\Local Settings\Application Data\Identities\{Really long number}\Microsoft\Outlook Express
The above location will differ from the long number for your new account.
First thing you will want to do is open Outlook Express before moving anything.
This will create the initial folder for you, if you do not open Outlook Express first, then the folder will not be created first.
Move over only .dbx files; after you create identical folder names within Outlook Express, it will not recognize the folders you have created if you don't.
